　　 The arts and crafts industry includes the manufacturing of sculpture, embroidery, jewelry and other arts and crafts, involving natural plant fiber weaving handicrafts, embroidery handicrafts, national costumes, embroidery and other special arts and crafts in the textile industry.

　　 The Guiding Opinions proposes to strengthen the development and revitalization of traditional crafts. Cultivate advantageous traditional arts and crafts enterprises with core competitiveness, support the comprehensive grasp and application of core skills and key technologies of traditional arts and crafts, and encourage the use of modern production technology and management methods to improve production efficiency on the basis of maintaining traditional formulas and processes. Encourage traditional arts and crafts enterprises to distinguish between manual production and mechanical production, set up special manual production lines, carry out development and innovation, improve manual value, enrich product categories, cultivate high-end brands, and meet different consumer needs. Support traditional arts and crafts enterprises to fully tap the connotation of traditional arts and crafts culture and craftsman spirit, tell good handicraft stories, and enhance brand value.

Integrate the elements such as the process characteristics, cultural implication, pattern form and modeling structure with national characteristics into the product production creation, and improve the product culture and artistic value. Explore and carry out pilot work of integration and innovation of arts and crafts industry, enrich themes and product varieties, and promote the integration and development of arts and crafts industry with culture, tourism, cultural innovation, brand authorization, digital empowerment, scientific and technological innovation, rural revitalization, etc. Develop a batch of innovative and creative products and promote product iteration and upgrading in combination with national trend, national diffuse, national style and national essence.

　　 At present, with the continuous expansion of cultural consumption demand and the continuous upgrading of consumption concept, arts and crafts enterprises need to increase innovation investment in product design, process equipment, material selection and other aspects, and launch products that meet the new consumption demand and have market competitiveness. Therefore, the Guiding Opinions put forward four tasks in terms of industrial innovation: first, promoting product innovation and upgrading. Strengthen innovative design, encourage the integration of modern design and traditional culture, create products with traditional cultural charm and meet the needs of modern life, and promote product iteration and upgrading. The second is to strengthen the upgrading of process equipment. Through process improvement and innovative application of technology and equipment, the production efficiency and precision of products are improved, and the development of pollution reduction, carbon reduction and green energy conservation is realized. Third, strengthen the protection, development and utilization of raw materials. Strengthen the protection, development and comprehensive utilization of raw materials for arts and crafts related to natural scarce raw materials. Without affecting the protection and inheritance of core skills, we will actively develop and apply alternative materials with low production costs, convenient sources and ecological and environmental protection, and strengthen the ability to guarantee the supply of raw materials. Fourth, enhance innovation support capability. Promote arts and crafts enterprises to establish cooperation mechanisms with colleges and universities, scientific research institutes, etc., support enterprises to build innovative laboratories, innovative research centers, and promote the industrialization of achievements. In addition, the Guiding Opinions, centering on promoting the coordinated development of the arts and crafts industry chain, made work arrangements from the aspects of product, technology, raw material innovation, etc., and set up three columns, namely, the iterative innovation and upgrading project of products in key industries, the promotion and application project of new technologies, and the protection and development project of major raw materials.

　　 In the iterative innovation and upgrading project of products in key industries, textile related projects include:

　　 Natural plant fiber woven handicrafts. Focus on the development of straw woven and rattan woven products, distinguish between manual production and mechanical production, reasonably use mechanized processing means while protecting skills, and promote the product design of willow, rattan, bamboo and other materials.

　　 Drawn embroidery crafts. Do a good job in protecting the handicraft skills of drawn embroidery and drawn lace products, and promote the combination of manual and mechanical automation. Focusing on traditional silk weaving handicrafts, we will develop different grades of embroidery clothing, household decorations and tourism products. Expand the characteristic style of carpet products in terms of raw materials, processes and patterns, and develop products with multiple varieties and designs.

New drying and sterilization technologies, extraction and processing technology of plant rhizome and rattan fiber, stiffening technology of linen and other knitwear, and molding technology of knitwear are adopted. Drawn embroidery adopts new computer-aided weaving, dye preparation, laser positioning and tracking technologies. Carpet tapestry adopts advanced carpet weaving technology and finishing technology and equipment, and widely uses material modification technology.

　　 In terms of strengthening the protection, development and utilization of raw materials, the Guiding Opinions put forward that natural plant fibers should be woven with rattan, grass, palm, bamboo and other natural fibers and polymer synthetic materials to develop degradable materials. Drawn embroidery uses natural fibers such as hemp, cotton, silk, high-performance fibers and recycled fibers. Innovate the exhibition channels, retail scenes and sales channels of arts and crafts products, support arts and crafts products to enter supermarkets, shopping malls and high-speed railway airport shopping areas, encourage the use of online sales, live streaming with goods, scene experience and other new business models, carry out private ordering, personalized customization, mass group buying and limited time auction of products, and promote product consumption.
